Thanks for the welcome.  As I said I want to see more local food production maybe in community gardens and will do my share of the work.  The soil in West Hernando sucks so am looking to manage waste as fertilizer and use some land maybe those always dry drainage ponds.  Anyway, who is in charge in Hernando?
