Communicate with Richard Heinberg (postcarbon.org) regarding local dormant rail branchlines, former electric interurban railways, etc. Individual initiative: obtain US Rail Map Atlas Volumes (spv.co.uk) for your respective locale, and be sure your County Planning Bureau is aware of any & all rail corridor, extant & abandone,in their purview. Prioritize dormant branchline for rehab, according to agricultural use enroute, demographics, and impacts of near-midterm trucking collapse. Consider warehousing (load/storage/unload/distribution needs at downtown terminous. The idea of moving the rails out of town was buried in the rubble of 911DAY!
Former military bases had good warehousing; see also manufacturing plants, truck depots, large malls like WalMart, Home Depot, US Post Office terminals, etc. Idea is, see where rehabbed rail line can do the most with least effort & expense. Remember Moshe' Dayans dictum: "Expend The Minimum Required Effort To Achieve The Minimum Acceptable Result."
Here, we need to cover rail delivery and local distribution of victuals, perishables, and general freight. Trucking pulls back to local pick-up & delivery as prior to freeway mania based on cheap oil... Long-haul trucking is an artifact of imported oil.
